Harney Hub Services

Mission Statement

As a community partner, we provide services to seniors, disabled, low- income individuals and veterans, to improve the quality of their lives; enhancing their independence and self- sufficiency.

Harney Hub administers many programs and services in Harney County. We are the Area Aging on Aging agency and administer the Community Action Programs. In addition we are the Veteran’s Service Office and run the County Food Bank. We also provide many other programs and services.

The following programs and services are available to qualified persons.

Older Americans Act Programs

Information and Assistance

A service that (a) provides individuals with information on services available within the community; (b) links individuals to the services and opportunities that are available within the communities; (c) as practicable, follows up on success of service referrals.

Congregate Meal Site
Meals at the Harney Hub are served 11:30-1:00 each Tuesday and Thursday. Reservations are not necessary. For persons 60+ the cost is $4.00 and for those under 60 the cost of the meal is $5.00.

Meal tickets are available for purchase at the front office or at the registration table on Meal days. For 10 meals the cost of the ticket is $40 for those 60+ and $50 for those under 60.

Home Delivered Meals
Hot meals are delivered Tuesdays and Thursdays to housebound seniors 60+ and their spouse with a cost of $4.00 per meal. Caregivers and guests under 60 must pay $5.00. Frozen meals are available for days without delivery at the suggested donation of $4. Meal tickets are available for purchase upon request.

Family Caregiver Program
A service that links a family caregiver with resources to support them in caring for their loved one. This service includes linking caregivers to support groups to share experiences and problem solve with others. Minor home modifications or repairs (such as wheelchair ramps, handrails or bath bars) making caregiving duties easier. Training for caregivers; including ways to relieve stress, use of proper body mechanics, legal issues, and nutrition. A “relief” break from continuously caring for a loved one. Respite services may be provided at home or in a daycare facility. Respite services can provide personal care, meal prep, and transportation, as well as companionship. When caregivers take care of themselves, they do a better job of taking care of their loved ones.

Legal Assistance
Legal advice or representation provided by an attorney to older individuals (60+) with economic or social needs, including counseling or other appropriate assistance by a paralegal or law student acting under the direct supervision of an attorney. Priority legal assistance issues include income, health care, long-term care, nutrition, housing, utilities, protective services, defense of guardianship, abuse, neglect and age discrimination. Legal services may also include assistance to older individuals who provide uncompensated care to their adult children with disabilities and counsel to assist with permanency planning for such children.

OPI (Oregon Project Independence)
The goals of this program are to:

Promote quality of life and independent living among seniors.
Provide preventative and long-term care services to eligible individuals to reduce the risk of institutionalization and promote self-determination;
Provide services to frail and vulnerable adults who are lacking or have limited access to other long-term care services; and
Optimize eligible individuals’ personal and community support resources.

Goals of this program are obtained by providing authorized in home services, such as; home care, home health, respite, home delivered meals, and information and assistance to individuals determined eligible for the program.

Recreation and Exercise
The Harney Hub has a pool room consisting of two pool tables for use during normal business hours. We also have an honors library and comfortable sitting area to enjoy, also during normal business hours.

Bingo is available on Thursdays at 2:00PM.

Tai Chi is offered every Tuesday and Thursday from 9:30-10:30.

New and different events are being scheduled. Call for details of any of the listed events and any new ones being added.

Health and Wellness

We offer a flu, pneumonia and COVID vaccination clinic site annually.

We offer Powerful Tools For Caregivers, a six week course designed to help those caring for others tools to care for themselves and understand and support each other in their role as caregiver.

Emergency Services:

Prescription with Needy Meds

The prescription drug assistance program is for clients who lack funds and need one time help with a medication purchase that has been prescribed to treat a serious short or long term medical condition. This program is funded through local charity and is very limited. The assistance provided may not be for the full amount of the prescription, therefore a co-payment may be required from the client in order to facilitate the filling of their prescription.

Emergency Shelter

The emergency shelter program is primarily for transient homeless individuals who require a one night stay in the community. Other emergent and unforeseen situations may qualify for this service upon approval of the case manager or director. This service provides one night in a local motel for those who qualify. Funds are limited and individuals applying are required to provide information for data systems.

Emergency Fuel Assistance

Emergency fuel assistance is intended to assist transient individuals to continue to move through the community without being “stuck” due to lack of funds for fuel. These funds are not intended for paying for trips to appointments out of town or for trips within the county by local individuals.

Emergency Bus Ticket

Emergency bus tickets are provided with Salvation Army funds and are intended to assist transient individuals, with no ties to the community. These limited funds are used to help the individual travel to the next community, either Bend or Ontario.

Emergency Energy Assistance

This program is delivered with funds provided by local utility providers. Funds are limited and provided on a seasonal basis. They are provided on a first come first served basis and due to their limited nature, assistance provided may not be for the full amount of client’s energy needs, therefore a co-payment may be required from the client.

Energy Assistance

LHEAP Energy Assistance

This is an annual, federally funded program; provided to assist individuals in paying their heating costs. This service is seasonally available for people of all ages who meet federal poverty guidelines. Funds are distributed in compliance with federal requirements.

Weatherization:

Grant Funded Projects
A federally funded program to audit and provide energy saving measures to low income families. These measures include but are not limited to, insulation, weather stripping and caulking. To participate the household must meet federal poverty guidelines and have participated in the LHEAP energy assistance program. This program is available to both renters and home owners. There is no cost to participate and it is available to persons of all ages. There is a significant waiting list and individuals are served in compliance with federal requirements.

Self- Pay Projects
Our weatherization crew is available to complete projects around the home for those able to pay project costs. We have an auditor on site that can come to the home and discuss the projects and provide a bid to the consumer. We are a licensed contractor.

Food Pantry Site

Harney Hub is the county’s largest food pantry site. We are a partner with the Oregon Food Bank and provide food both locally donated and obtained through our partnership with the Oregon Food Bank. Harney County Families are able to obtain 3-5 days of meals twelve (12) times a year. We encourage a visit once a month. We provide small “transient sacks” 2-3 meals, to those in need passing through the community. Hours of operation are Wednesday from 10AM to 1PM.
